The INS has put a "freeze" on issuing approvals for adjustment of status applicants, and some asylum and naturalization applicants. Although adjustment applications are still being adjudicated, INS officers have halted issuing approvals for approvable applications. The "freeze" is due to a change in the procedure for FBI background checks of applicants.
