DOL's new I-Cert System Having Problems with Employers' FEIN's

Last month the Department of Labor launched a new web site portal to process Labor Condition Applications for H-1B applications.  The system is called "I-Cert".   The H-1B regulations require employers to submit their employer information, information about proposed H-1B employment, and to affirm compliance with the articulated H-1B regulations.  The Department of Labor is required to process these applications within seven days of submission. 
Since the beginning of August, the I-Cert system is not recognizing employer's Federal Employer Identification Numbers.  The I-Cert system is denying Labor Condition Applications for the stated reason that the employer has submitted a Social Security Number instead of the FEIN.   The I-Cert system is incorrect in its denials.  Upon receiving the denial, employers are required to submit documentation establishing their FEIN.  Once the Department of Labor confirms the FEIN with the submitted documentation, it then allows the employer to submit a new Labor Condition Application online through the I-Cert system.  
The Department of Labor has acknowledged that this is a problem, but the I-Cert system continues to erroneously deny employer Labor Condition Applications.
